What Is The Comprehensive Plan?

The Comprehensive Plan serves as a policy document that provides direction for the community as it looks to the future. In the six years since Twin Falls Vision 2030, A Comprehensive Plan for a Sustainable Future, was adopted, the City has changed significantly.

Growth and change in the Twin Falls area make this the ideal time to revisit, reconfirm, and where necessary, re-envision the prior plan, and will allow for the personalization that takes into account the values and characteristics that make Twin Falls unique and will give the community the opportunity to comment on and participate in the process.


Why Does It Matter?

The Comprehensive Plan is designed to be used by anyone interested in the future of Twin Falls:

  • City leaders will reference the direction it provides on the topics of new development, redevelopment, and programs and services provided by the City
  • Residents may be interested in the location of new parks, trails, neighborhoods, or community facilities
  • Business and property owners may be interested in land use recommendations or development policies for their property
  • Decision-makers will use the Comprehensive Plan as a guide to inform the budget, timing for capital improvements, and in review of development proposals.

About the Process


Resident involvement is vital to the success of Twin Falls Comprehensive Plan Updates. Designed to encourage public participation, our processes include open houses, public workshops, and events held in-person as well as online. These opportunities are designed to spur conversations and allow everyone to share their opinions and vision for Twin Falls. Residents are encouraged to sign up online to join the contact list and receive notification of related events. You can stay up to date with the latest news and events schedule by visiting this webpage and by subscribing to alerts.

Future land use is often one of the most significant questions that current and future residents of Twin Falls ask. It's often also one of the most misunderstood.

The map to the right shows future land use within the City of Twin Falls, which is based on input from residents in the community.

"The land use encourages infill in town; creates great neighborhoods with a wider range of housing types; mix of uses and amenities; and echoes densities and patterns reminiscent of the historic downtown neighborhoods."

The Future Land Use map illustrates desired locations for land use within the city limits, as well as in the Area of Impact.

Clear future land use guidance is one of the most critical functions of the Comprehensive Plan. Since land uses can either support or undermine one another, identifying the most appropriate locations for different land uses is essential to a growing city.
