Sealed proposals will be received for the Construct Cargo Apron project, addressed to the office of J-U-B Engineers, 115 Northstar Avenue, Twin Falls, Idaho 83301 until 3:00 pm local time on August 27th, 2020.  Bids will be publicly opened and read.  Bids received after the time fixed for the opening will not be considered.  The bid opening will be made available via conference call.  Interested parties may access the conference call by dialing 800-377-8846 and entering the Participant Code ¬44709623#.  Participants who are unable to access the conference call may call 208-733-2414 or 208-473-8164 for assistance. 

A pre-bid meeting will be held outside of the Twin Falls Airport SRE Building, 492 Airport Loop, Twin Falls, Idaho at 10:00 am local time on August 13, 2020 for those interested contractors, subcontractors, and suppliers.

The project consists of, but is not limited to, the construction of the Cargo Apron and reconstruction of the adjacent Aircraft Rescue & Fire Fighting (ARFF) access road.  Work tasks include excavation and subgrade preparation, subbase and base course placement, stabilized asphalt base and asphalt surface course paving, shouldering, tie-down installation and pavement marking. Storm drain pipe and structure installation will also be included.

Contact David Meyer, P.E. at .  Bidders must receive copies from J-U-B Engineers to be placed on the Planholder’s list. Bidders must be on the Planholder’s list to receive addenda and for their bids to be considered responsive. Each bid must be accompanied by a certified check, cash, cashier's check, or bid bond in an amount not less than 5% of the total bid. 

The City of Twin Falls, Idaho and Twin Falls County, Idaho, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The proposed contract is also under and subject to the following federal clauses: Affirmative Action, Government-wide Debarment and Suspension, Government-wide Requirements for Drug-free Workplace, Foreign Trade Restrictions, Buy American Preference, and Disadvantage Business Enterprise Requirements as follows:

Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of competency to perform the work contemplated with the bid. The City of Twin Falls, Idaho and Twin Falls County, Idaho reserve the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed One Hundred Twenty (120) days, and accept the proposal that is in their best interests. The award of the Bid is contingent upon the receipt of Federal funding.
