The Twin Falls Parks and Recreation Department presented a full cost estimate to the Twin Falls City Council to completely reconstruct Baxter's Park into a dog park. The estimate was approximately $276,000, which would include the addition of a fenced area, parking and public restrooms.
The Twin Falls City Council voted to not allocate any funds for the construction of Baxter's Park because it was outside the normal budgeting period for the City of Twin Falls.
City council members and staff members from the Twin Falls Parks and Recreation Department also discussed how other cities - such as the City of Boise - implemented off-leash areas in certain parks. One method that was discussed was identifying certain parks as part of a pilot program, where citizens could allow their dogs to be without a leash.
The city council directed the parks and recreation department to evaluate other pilot programs before implementing any off-leash program.
